If the RNG could go either way (,, , etc.) then the stats should be "good" or potentially even higher. If the RNG will almost always be positive for the player (,, , etc.) then the stats should be lower for the mana (though this is not always the case, obviously). When a card has an RNG effect, its stats should be adjusted based on how likely the RNG is to be good. Both of these have seen competitive play.
